Just 5 days after Ireceived the review unit, I had to head out of town to Singaporefor business so I took the Treo Pro along to see how it performedin a real-life test. Chinese Internetsolutions provider H3C Technologies worked with Beijing’sPublic Transportation Group to monitor the Bus Rapid Transit (BRT)lines as well as the special Olympic stadia bus lines —10,000 monitoring points in all.

Back in India, many central and state agencies have begunharnessing video surveillance technology in the fight againstterrorism. Delhi Police has put out a global call for technologyharnessing Internet Protocol (IP) based video monitoring of key public places like markets and bus stations.

Bangalore which experienced a terrorist bomb episode recently hasalready created a TV camera-based monitoring system primarily fortraffic management. Now it will be beefed up with another 500cameras to keep track of suspicious activity at vulnerable publicplaces.

A PC for editing AVC

I've bought a new HD video camera which records in AVCHD. When Ilooked at the Pinnacle editing software supplied with it, I readthat the minimum requirements include an Intel quad core processorrunning at 2.66GHz. I have consulted PC World, Dell and HP, andnone has a home computer running at this speed. What can I do?

AVCHD is one of the high-definition movie standards used byBlu-ray and HD DVD and allows for pictures that are 1,920 x 1,080pixels. It is a highly compressed format, to save space, but as aconsequence it requires a great deal of processing power toreconstruct the original image. What the camera salesmen don't tellyou is that just displaying 25 of these large images a second isbeyond many PCs, unless they have accelerated graphics. Editingthem can be a nightmare, and a common approach (taken by Apple'sFinal Cut Pro, among others) is to transcode them into somethingthat is easier to handle. The

Vietnam doubles steel billet export tax

In recent months, some steel companies in the country have importedsteel billets for steel production, but then re-exported thembecause they have faced the weaker domestic steel demand.

Vietnam imported over 6.4 million tons of steel billets andfinished products totaling 5 billion U.S. dollars, mainly fromChina, South Korea, Malaysia, the Philippines and Singapore in thefirst seven months of this year, posting respective year-on-yearrises of 52.7 percent and 96.6 percent, according to the country'sGeneral Statistics Office.

Vietnam imported nearly 1.9 million tons of steel billets, keymaterial for steel production, worth 1.3 billion dollars betweenJanuary and July, up 58.8 percent and 136.6 percent, respectively,against the same period last year.

Prices are under pressure and would continue to remain so. Cracksare beginning to emerge in the steel billet and long productmarkets with the product performance confirming a distinctionbetween industrialised countries and emerging economies. No doubt,demand in certain markets – notably the West Asia and theBRICS economies – remains firm; but in major industrialisedcountries, the OECD area, demand growth is easing followingperceptible slowdown in economic activity.

Steel stockpiles grow as demand plunges

Pham Chi Cuong, president of the association, said steel makershave around 400,000 tons of imported billets and are unable to finda way to use them since they also have more than 200,000 tons offinished steel.

Billet manufacturers have a further 100,000 tons in inventory, hesaid.

The VSA has asked the government to cut export duties on billets by10 percent, he said, noting the existing duty of 20 percent is toohigh and makes exports uncompetitive.

World steel prices have fallen 30 percent in the past two months.

Deputy Minister of Industry and Trade Le Duong Quang said hisministry would recommend to the Ministry of Finance to considercutting the tax.

The government should set up an export duty regime that reduces orzeroes the tax when world prices are low or domestic demandplummets, he said.

On August 10, the finance ministry doubled the export tax on steelbillets to 20 percent to preempt their re-export for profit.

In Ho Chi Minh City, steel prices have fallen by VND2-2.5 millionper ton since the beginning of July to VND18.2-18.5 million.

The average price in the north, at VND17.5 million, is even lower.

The price drop has been caused by sluggish demand during theongoing rainy season and falling feedstock prices.

The price of billets imported from China has fallen by US$230-240per ton to $890-920 since the end of July.

Chinese billet price continues downtrend

It is reported that China's steel billet prices have show ncontinuous decline amid the overall weakening steel market. Andprice for 20MnSi steel billet has witnessed an accumulative retreatof over CNY 200 per tonne in Tangshan.

Currently, price for 20MnSi goes at CNY 5,300 per tonne inTangshan, Liaoning, Handan, Shanghai, Jiangsu and Shandong and CNY5,200 per tonne in Shanxi; while price for Q235 common carbonbillet prevails at CNY 5,050 per tonne in Tangshan and Shanxi andCNY 5,200 per tonne in Shandong. Prices have seen an overalldecline of CNY 50 per tonne to CNY 100 per tonne compared with theprevious week.

The overall softening domestic steel market seems to be thefundamental reason for steel billet price decline. And end-usersare holding back from placing orders despite the weakening offerprices for down-stream finished products.
